What is Southern Estonian Tourism Cluster?

The Southern Estonian Tourism Cluster was born in 2021 in cooperation between tourism businesses and local authorities and networks. In 2023, the tourism staff of the county development centres were united under one management, and thus a broader tourism cooperation across South Estonia was added to the cluster. In addition to municipalities, county development centres and cluster members, the activities are also funded by the EAS and the KredEx joint agency. When joining a cluster, companies can choose between packages A, B and C and networks can join separately.

A-level partners

A-level partner...

… is a member of the steering group of the Southern Estonian Tourism Cluster, participates in the development of packages and itineraries at the decision-maker level and has a decision-making role in the development of strategy. The A-level member will be featured in marketing materials as a TOP item, will be included in both internal and external market campaigns as a matter of priority according to the campaign and will participate with cluster representatives in 2-3 target market fairs of their choice.

B-level partners

B-level partner...

… is represented by the cluster at 2-3 target market fairs according to the strategic focus and is less represented in marketing materials compared to the A-package member. A member of the B-level has the opportunity to participate in working groups on strategies and development activities. B-level members elect a representative from among themselves to the steering group.

Networks

Network level...

… is designed for networks of tourism businesses grouped under a common destination brand. The network package member is represented by the cluster at 2-3 target market fairs according to the strategic focus and the marketing materials include a brief description of the networks. The network representative will have the opportunity to participate in working groups on strategies and development activities. The networks elect a representative from among themselves to the steering group.

C-level members

C-level member...

… will be able to send their marketing materials to the Internal Market Fair and will be involved in Internal Market campaigns according to the campaign’s objectives and direction. A member of the C-package has the opportunity to participate in strategy and development working groups. C-package operators elect one representative to the steering group.
